Our Kūhiō Park Neighborhood is Growing!

The second phase of the Kūhiō Park revitalization includes a masterplan that builds off the Final Kūhiō Park Neighborhood Transformation Plan that was completed in October 2014 and funded by a $300,000 Choice Neighborhoods Initiative grant provided by the U.S. Department of Housing and Urban Development.

The Transformation Plan was the result of extensive community input from neighborhood residents, civic leaders, Kalihi-Pālama and Kalihi Valley Neighborhood Boards, City and County of Honolulu and State of Hawaiʻi agencies, as well as private and non-profit stakeholders from the community.

The master plan vision will be deployed in eight buildings through three phases. Phase 1 consists of the four buildings closest to the School Street entrance. Construction activities for Phase 1 is anticipated to start Q42025 and near completion in mid-2028. During construction, the redevelopment will provide many temporary construction jobs, and upon completion, provide much needed housing to the Kalihi neighborhood.

With a mix of housing prices to support the Public Housing residents and renters earning 30% to 80% of Area Median Income, the brand-new Kūhiō Park Low Rises and Homes will not only benefit the new tenants, but the larger Kūhiō Park community with more contiguous open space, safer streets, and an improved neighborhood identity.

The proposed redevelopment sits on a 9.78-acre portion of the 22-acre Kūhiō Park neighborhood that will replace the existing 176 units in 33 buildings with up to 650 units in 4-, 6-, and 8-story buildings, plus one 16-story building, with a mix of 1-, 2-, 3-, 4-, and some 5-bedroom configurations. 

The Hawai‘i Public Housing Authority (HPHA) is a public body and a body corporate and politic of the State of Hawai‘i established by the Territory of Hawai‘i in 1935. HPHA’s primary mission is to provide safe, decent, and sanitary housing for low-income residents of the State of Hawai‘i. HPHA is governed by the Hawai‘i State Legislature under Chapter 356D, Hawai‘i Revised Statutes (“HRS”) and is the sole statewide public housing agency in the State of Hawai‘i. Guided by an eleven-member Board of Directors appointed by the Governor, HPHA’s efforts are focused on developing public and affordable rental and supportive housing, and the efficient and fair delivery of housing services to the people of Hawai‘i, without discrimination. HPHA’s Federal and State Low-Income Public Housing and rental assistance programs currently serve over 10,000 families, totaling more than 27,000 individuals.
